As of the 1st Oct 1920 1½d was the Foreign Newspaper Rate but the color remained bright red brown.

However, in 1922 when Australia joined the UPU, the color needed to change to green to conform. Owing to stocks on hand, the new colour did not appear until March 7, 1923.

As of 1st Oct 1923, this value became the Foreign Postcard (changed to red)

1923 Unsurfaced paper. Bright Green. Electros 13/14 only

Early in 1923 the remainders of several lots of coarse unsurfaced ungummed paper, previously used on the 1d value from 1916 to 1918, were used on the 1½d. Some of the paper was machine gummed before use with a white gum which penetrated the paper to some extent, rendering it semi-opaque. The rest was hand-gummed with a heavy, yellowish gum. This rough paper was again used for 1½d red printings in 1926
